Legisladores, elle ainda não está feito, e porque elle não está feito he que eu o offereço; sem haver aquella acceitação, ácerca da qual eu já falei, eu mesmo não poderei affiançar a possibilidade de se fazer: o que eu posso com certeza asseverar, he que elle não se poderá fazer, nem com promptidão, nem tão perfeitamente. Por quanto na idade de setenta e tres annos he vagarosa a corrente do sangue: cumpre haver alguma cousa, e cousa externa que o accelere.

Direi mais uma breve palavra. Não haja engano. Peço sómente acceitação: acceitação sómente he o que eu pretendo. Longe de mim a lembrança da preferencia, e ainda menos da preferencia exclusiva. Pelo que toca a obras de rivalidade, em vez de as excluir, seria o meu desejo multiplicalas: muito convém trabalhos excitados pela emulação, sejão elles de quaesquer mãos, e com particularidade nacionaes. Já tendes maior abundancia de provas, do que as que são precisas, para se mostrar a verdade deste meu desejo. Elle largamente apparece em uma daquellas obras, pela acceitação da qual o vosso caracter já derramou o seu lustre sobre um nome sem titulo, e que os despreza, qual o de Jeremias Bentham.
