II sÉRIE-A — NUMERO 43

and the Government of the Portuguese Republic signed at Lisbon on 12 august 1914 and to propose to Your Excellency that article 19 of the said Treaty, which provides for mutual assistance in the recovery of merchant deserters, shall cease to have effect.

If the foregoing proposal is acceptable to the Government of the Portuguese Republic, I have the honour to propose that this Note and Your Excellency's reply to that effect shall constitute an agreement between our two Governments in this matter which shall enter into force on the date on which the Government of the Portuguese Repubuc notifies the Government of the United Kingdom of Great Britain and Northern Ireland that

the measures and procedures required under Portuguese law to render the agreement applicable and effective within the territory of the Portuguese Republic have been completed. The said agreement shall apply to the United Kingdom of Great Britain and Northern Ireland and to those territories for whose international relations the Government of the United Kingdom of Great Britain and Northern Ireland is responsible for which the said Treaty is in force on the date of entry into force of the said agreement.

I avail myself of this opportunity to renew to Your Excellency the assurance of my highest consideration.
