Considérant qu'il faudrait étudier l'opportunité d'accroître le rôle des organisations représentatives du public dans ce domaine;

Ayant pris note du fait que le Comité européen de coopération juridique (CDCJ) a déjà proposé l'inclusion dans le Programme de travail du Conseil de l'Europe pour 1987 la question des dommages à l'environnement en vue d'élaborer un instrument approprié;

appuient la proposition du CDCJ et recommandent au Comité des Ministres du Conseil de l'Europe d'attribuer une grande priorité à cette question, en tenant compte en particulier du caractère international du problème.

Resolution no. 3, on cooperation in criminal matters (between the member States of the Council of Europe)

The Ministers taking part in the Fifteenth Conference of European Ministers of Justice (Oslo, 1986):

Having examined the report presented by the Dutch Minister of Justice on international cooperation in criminal matters between the member States of the Council of Europe, and having also regard to the memorandum on this subject submitted by the Delegation of Spain, as well as to the preliminary draft of a Comprehensive (European) convention on inter-State cooperation in the penal field submitted by the Secretariat General;

Recognising that over the past thirty years the Council of Europe has elaborated a comprehensive network of Conventions on international cooperation in criminal matters, complemented by a large number of recommendations on this subject, which together can be regarded as forming a body of European law in this matter;

Aware, however, that only some of these conventions, such as those on extradition and on mutual assistance, have been ratified so far by a large number of member States;

Aware of the difficulties encountered by some member States in ratifying other European conventions, such as the complexity of their subject-matter, divergent domestic law and practice, the need for enacting enabling legislation and, in particular, the growing volume of international law in this area;

Recalling, however, that international co-operation remains a prior condition for the effective fight of crime; and that it is essential to enhance member States' mutual confidence in and respect for each other's criminal law and procedure by a regular exchange of experience and ideas and the permanent assessment of the operation of these conventions in the light of practical experience;

Considering that, with a view to improving the implementation of European conventions and the recommendations concerning their application, the compilation into a single corpus regularly matters would greatly facilitate the task of all those called upon to apply them in practice and should therefore be publisched as soon as possible;

Considering, moreover, that steps should be taken with a view to structuring and simplifying what has already been achieved in this field and welcoming therefore as a first attempt to that effect, the preliminary draft of a comprehensive European convention on inter-State co-operation in the penal field, which has been prepared by a group of experts at the Siracusa International Institute of Higher Studies in Criminal Sciences and submitted to the Conference by the Secretariat General of the Council of Europe;

recommend the Committee of Ministers:

a) To invite member States which have not yet done so to ratify as soon as possible the general conventions and protocols thereto relating to European inter-State co-operation in the penal field;

b) To instruct the European Committee on Crime Problems (CDCP):

To intensify the examination, at the level of all member States and with the assistance, if they so wish, of observers form other States party to these conventions, of the operation of the European conventions on co-operation in criminal matters, with a view to ensuring their smooth functioning;

To elaborate within the programmme of its futures activities and in the light of the preliminary draft text already available, a preliminary draft comprehensive European Convention on inter-State co-operation in the penal field, integrating and simplifying existing European instruments on the matter, and to present a report on the progress made in this field to the Conference of European Ministers of Justice in 1988.

Assunto: Resposta ao requerimento n.° 1723/IV (1.*) do deputado Raul Junqueiro (PS), sobre a construção da sede da Junta de Freguesia de Cabril, Castro Daire.

Em referência ao ofício de V. Ex.a n.° 4117, de 23 de Junho de 1986, tenho a honra de informar o seguinte:

Os elevados compromissos assumidos pelos governos anteriores, devido a aprovação de financiamento à construção de sedes de juntas de freguesia, não possibilitam, em princípio, a concessão de novos apoios no corrente ano, face ao orçamento de que se dispõe.

No entanto, e para o período de 1987 a 1989 foi já regulamentada a concessão de subsídios pelo Despacho n.° 53/86, de 19 de Junho, do Sr. Secretário de Estado da Administração Local e do Ordenamento do Território (publicado no Diário da República, 2." série,
