MEMORANDUM OF UNDERSTANDING

related to a procurement procedure for a framework contract for an EU-wide multilingual videoconferencing system (procedure reference XXX)

The European Parliament, as the Leading Contracting Authority, (Hereinafter referred to as the “LCA”)

and

..., as a Participating Contracting Authority, (Hereinafter referred to as the “PCA”)

(Collectively referred to as “Contracting Authorities”)

Agree on the following:

1. Legal basis and scope of application

It is necessary to carry out a joint procurement procedure, by virtue of Article 165(2) of Regulation (EU, Euratom) No 2018/1046 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union (hereinafter: “Financial Regulation”), in order to implement the joint action set out in the following paragraph:

The European Parliament, ... [list of Contracting Authorities] ... wish to participate in a joint procurement procedure to acquire services in relation to (1) establishing an EU-wide multilingual videoconferencing system and (2) remote simultaneous interpretation.

The joint procurement procedure will be carried out by the LCA on its own behalf and behalf of the PCA under the Financial Regulation.

In line with Article 19 of the Financial Regulation, the estimated ceiling, the volume of the framework contract used will be reported from the PCA to the LCA in euro; the Contracting Authorities may use their national currencies for the implementation of the framework contract.
