RESOLUÇÃO

UNIÃO INTERNACIONAL PARA A CONSERVAÇÃO DA NATUREZA (UICN)

A Assembleia da República resolve, nos termos dos artigos 164.°, alínea i), e 169.°, n.° 4, da Constituição, aprovar, para adesão, a Convenção que cria a União Internacional para a Conservação da Natureza e dos Seus Recursos (UICN), feita, em 5 de Outubro de 1984, em Fontainebleau, cujo texto original, em inglês, e respectiva tradução, em português, seguem em anexo.

INTERNATIONAL UNION FOR CONSERVATION OF NATURE AND NATURAL RESOURCES

STATUTES

As revised by the 14th session of the general assembly (Ashkhabad, USSR, 4 October 1978)

Preamble

Conservation of nature and natural resources involves the preservation and management of the living world, the natural environment of humanity, and the earth's renewable natural resources on which rests the foundation of human civilization.

Natural beauty is one of the sources of inspiration of spiritual life and the necessary framework for the needs of recreation, intensified now by humanity's increasingly mechanized existence.

Civilization has achieved its present high standard by finding ever more effective means for developing and utilizing these resources. In these conditions, soils, water, forests and vegetation, wild life, wilderness areas maintained intact and characteristic landscapes ave of vital importance for economic, social, educational and cultural purposes.

The increasing impoverishment of natural resources will inevitably result in a lowering of human standards of living. In the case of renewable resources, this trend need not be irreversible provided the people are alerted to the full realization of their close dependence upon these resources and to the recognition of the need to preserve and manage them in a way that is conducive to the peace, progress and prosperity of humanity.

Since protection and conservation of nature and nai'.M rtl resources arc of vital importance to all nations, a responsible international organization primarily concerned with the furthering of these alms will be of value to various governments, the United Nations and its specialized agencies and other interested organizations.

Therefore the governments, public services, organizations, institutions and associations concerned with these matters represented at Fontainebleau established on 5 October 1948 a Union known as the «International Union for Conservation of Nature and Natural Resources*, hereinafter referred to as «IUCN» and governed by the following Statutes:

ARTICLE I Objects

1 — The International Union for Conservation of Nature and Natural Resources shall have the following

objects:

/) To encourage and facilitate cooperation between governments, national and International organizations and persons concerned with the conservation of nature and natural resources;

¿0 To promote in all parts of the world national and international action in respect of the conservation of nature and natural resources;

Hi) To encourage scientific research related to the conservation of nature and natural resources and to disseminate information about such research; iv) To promote education in and disseminate widely information on the conservation of nature and natural resources and in other ways to increase public awareness of the conservation of nature and natural resources;

i') To prepare draft international agreements relating to the conservation of nature and natural resources and to encourage governments to adhere to agreements once concluded;

i!0 To assist governments to improve their legislation relating to the conservation of nature and natural resources; and

vii) To take any other action which will promote the conservation of nature and natural resources.

2 — In order to give effect to these objects IUCN shall undertake necessary and appropriate measures and, in particular, may:

j) Give support to governmental and non-governmental activities;

DIREITO DE ANTENA NAS ESTAÇÕES DE RADIODIFUSÃO DE ÂMBITO LOCAL

A Assembleia da República decreta, nos termos dos arligos 164.L\ alinea (f), 167.°, alinea f), e 169.°, n." 2, da Constituição, o seguinte:

Artigo único. — I — O disposto no artigo 62.°, n." 2, alinea c), da Lei n.l> 14/79, de 16 de Maio, não é aplicável às estações dc rádio de cobertura loca! até ao termo do prazo previsto no artigo 14.", n." 1, do Decreto-Lei n.1' 338/88, de 28 dc Setembro.

2 — Durante a presente sessão legislativa a Assembleia da República promoverá a apreciação do regime de reserva de tempo de emissão nas estações de rádio de co-bcriura local em períodos eleitorais.

3 — Às estações dc rádio dc âmbito local é aplicável, com as necessárias adaptações, o disposto nos n.'" I, 2 c 4 do artigo 64.° da Lei n." 14/79, de 16 de Maio, com as remissões dele constantes.
