Delegação da Assembleia da República:
Relatório da participação de uma Delegação da Comissão de Defesa e Segurança da Assembleia da República num programa de trabalhos, no âmbito da Assembleia Parlamentar da NATO, que teve lugar em Londres, Reino Unido, nos dias 31 de janeiro e 1 a 4 de fevereiro de 2023.

RELATÓRIO DA PARTICIPAÇÃO DE UMA DELEGAÇÃO DA COMISSÃO DE DEFESA E SEGURANÇA
DA ASSEMBLEIA DA REPÚBLICA NUM PROGRAMA DE TRABALHOS, NO ÂMBITO DA ASSEMBLEIA
PARLAMENTAR DA NATO, QUE TEVE LUGAR EM LONDRES, REINO UNIDO, NOS DIAS 31 DE
JANEIRO E 1 A 4 DE FEVEREIRO DE 2023
Nos dias 31 de janeiro, 1, 2, 3 e 4 de fevereiro, participámos num programa de trabalhos no Reino Unido, no
âmbito da Assembleia Parlamentar da NATO – Comissão de Defesa e Segurança.
As atividades tiveram lugar em Londres (31 e 1), em Glasgow (2) e em Edimburgo (3).
O programa de trabalhos definitivo remete-se em anexo.
Pretende-se aqui sublinhar alguns aspetos mais relevantes:
1. As afirmações do Minister of State for Europe of The United Kingdom, Leo Docherty: «O principal objetivo
na Guerra na Ucrânia é libertar todo o território deste país, incluindo a Crimeia», e ainda que «temos de provar
a Putin que ele estava totalmente errado nas suas expetativas e nos seus cálculos».
2. De referir as observações de James Heappy, Minister of State for the Armed Forces of the United Kingdom
sobre novas dimensões da defesa, o potencial militar do Reino Unido, a relevância geoestratégica e militar da
China e a forma como os diversos países do Sudeste Asiático se articulam com aquele País, constituindo dois
grupos: Os mais harmonizados com a China (sobretudo os países membros da ASEAN) e os que veem a China
como uma ameaça crescente (Japão, Austrália, Coreia do Sul).
3. No Parlamento britânico decorreram várias reuniões sobre assuntos variados e diversas participações,
incluindo membros da Comissão de Defesa da Câmara dos Comuns.
4. No dia 1 de fevereiro, o grupo deslocou-se numa visita às instalações do MARCOM – Comando Marítimo
Aliado, onde nos foram apresentados diversos aspetos referentes ao seu funcionamento, à sua relevância para
a NATO e os seus principais desafios, num tempo de Guerra na Ucrânia. Aqui, pudemos contactar com o militar
português, Comodoro Rodrigues Pinto.
5. Em Glasgow, ganhou relevância a visita à empresa Thalos, onde nos foi explicado o seu papel no fabrico
de diversos equipamentos militares de elevada sofisticação, alguns dos quais estão a ser usados na Guerra da
Ucrânia.
6. Ainda em Glasgow, mereceu referência a visita ao City of Glasgow College, onde o diretor dirigiu uma
palestra sobre meios navais, sua construção, desafios dos meios na atualidade e no futuro e a importância desta
Escola na preparação de profissionais de alta qualificação na construção naval.
7. Em Edimburgo, a deslocação constou de uma visita à Rosyth Royal Dockyard onde opera a empresa
Babcock Marine.
Esta empresa fabrica, repara e dá manutenção a meios navais militares. Por isso, pudemos ver o fabrico de
fragatas para a marinha inglesa, submarinos em reparação e ainda o porta-aviões Prince of Wales que, sendo
um dos dois porta-aviões da marinha britânica, se encontra, desde outubro, em reparação e ajustamentos
estruturais.
