Relatório da participação da Assembleia da República à Assembleia Parlamentar da NATO, no âmbito das atividades para o ano de 2023, na visita da Subcomissão para a Cooperação Transatlântica em Matéria de Defesa e Segurança e da Subcomissão para as Relações Transatlânticas às cidades de Otawa, Halifax e Montreal, no Canadá, que decorreu entre os dias 17 e 21 de abril de 2023.

DA NATO, NO ÂMBITO DAS ATIVIDADES PARA O ANO DE 2023, NA VISITA DA SUBCOMISSÃO PARA

A COOPERAÇÃO TRANSATLÂNTICA EM MATÉRIA DE DEFESA E SEGURANÇA E DA SUBCOMISSÃO

PARA AS RELAÇÕES TRANSATLÂNTICAS ÀS CIDADES DE OTAWA, HALIFAX E MONTREAL, NO

CANADÁ, QUE DECORREU ENTRE OS DIAS 17 E 21 DE ABRIL DE 2023

Relatório

No âmbito do programa de trabalhos da Assembleia Parlamentar da NATO para o ano de 2023, os Deputados

Adão Silva e António Prôa deslocaram-se às cidades de Otawa, Halifax e Montreal, no Canadá.

Sobre estes trabalhos dá-se por reproduzido e em anexo o programa final que foi, essencialmente, respeitado

no decorrer dos trabalhos.

Para além disso, importa sublinhar os pontos seguintes:

1. A maior comunidade ucraniana no mundo fora da Rússia vive no Canadá. Também por isso, o Canadá,

tanto a nível das altas instâncias do Estado, como a nível dos cidadãos em geral, está profundamente solidário

com a Ucrânia na agressão levada a cabo pela Rússia.

2. No parlamento canadiano, o apoio à Ucrânia é unânime, o que é muito singular.

3. Lembrou-se que o Canadá tem uma fronteira marítima com a Rússia, no Ártico. Por isso, o Ártico reveste-

se de uma especial preocupação para o Canadá.

Refira-se mesmo que, ao longo de toda a visita, o Ártico esteve sempre presente, de várias formas, em

diversas circunstâncias, por diversos motivos e em diversas intervenções.

4. O ambiente, e especialmente as alterações climáticas, foi matéria reiteradamente abordada, para

sublinhar o aquecimento global e o impacto no degelo do Ártico, com todas as implicações ambientais,

económicas, sociais, geopolíticas e militares que aquele fenómeno vai implicar.

5. Esta situação explica, aliás, que vá ser criado, no Canadá, com sede em Montreal, um organismo para

estudo do clima, em articulação com a NATO.

6. Do ponto de vista militar, para além do empenho em relação ao Ártico, o Canadá presta também atenção

à evolução geopolítica no Indo-Pacífico e está empenhado, no contexto da NATO, no reforço da defesa do flanco

Leste Europeu, liderando a força na Letónia, bem como no apoio ao esforço de guerra da Ucrânia.

7. Muitas vezes foi referido o nível de compromisso orçamental do Canadá para a defesa, tendo ficado claro

que este país aloca, atualmente, cerca de 1,3 % do PIB a esta área. Durante a nossa estadia, era notícia o facto

de o Governo se estar a furtar ao cumprimento da meta dos 2 % do PIB para a defesa até 2024, compromisso

acordado na Cimeira do País de Gales, em 2014.

8. De qualquer maneira, foi referido que, nos próximos anos, o Canadá irá investir mais de 40 mil milhões

de dólares sobretudo em construção de novos equipamentos militares e de infraestruturas de apoio.

9. Foi sublinhada a dificuldade em mobilizar pessoas para o serviço militar e mesmo para certas áreas de

especialidade, apesar de o Canadá estar a acolher avultados fluxos de imigrantes: em 2022, cerca de 450 000

e, em 2023, prevê-se que o número ascenda a meio milhão.

10. A visita realizada à Irving Shibuilding Ing., em Halifax, tornou muito claro o empenho do Canadá na

reconstrução e sobretudo na construção de diversos meios navais altamente apetrechados e modernos que

serão postos ao serviço do Canadá (país banhado por três oceanos – Atlântico, Pacífico e Ártico) e também da

NATO, devidamente enquadrados na Estratégia Nacional de Construção Naval, desenvolvida há cerca de 12

anos.
