Mission

The PAM Women Parliamentary Forum has as its mission establishing a platform for dialogue involving

parliamentarians from the delegations of PAM Member Parliaments.

In this way, a formal space is set up within the Organisation, in which the approach to issues involving

gender equality is consolidated, with the aim of influencing policies, working methods and decisions, thus

contributing to the active participation of women in parliamentary diplomacy.

Men MPs are invited to contribute to the work of the Forum.

Draft Terms of Reference

PAM Women Parliamentary Forum (FMAPM)

Rule 1 – Objective

The Forum shall have the following objectives:

● To advance democracy by promoting women’s rights as fundamental human rights;

● To foster contacts and coordination among (women) parliamentarians on all topics of common

interest in order to ensure gender mainstreaming in all policy areas of PAM’s mandate;

● To encourage the participation of women parliamentarians in PAM’s work and to promote their

equitable representation at all levels of responsibility within the Organisation;

● To conduct studies on issues of common interest and, as appropriate, to prepare reports and

recommendations.

Rule 2 – Membership ● Option A: Women MPs of PAM delegations are members of the FMAPM, in order to allow a

dedicated only-for-women space. All of them are de facto members of the FMAPM;

● Option B: MPs of both genders are members of the FMAPM. The purpose is to integrate everyone in building a gender-equal future. The number of FMAPM members is limited to XX per national delegation or

cannot exceed the number of members of each delegation;

● Finally, the Forum is open to former PAM MPs as well as representatives of civil society and partner

organisations.
