But we are also seeing a growing feeling of insecurity, not only because of the guises in which violent criminality appears but also through the foci of tension engendered in the peripheral neighbourhoods of large metropolises, as we saw not long ago in France. The broadcasting of images of social violence, especially by television, can make people afraid if proper care isn’t taken, and make the danger seem worse than it actually is. But it can equally serve as a model for the appearance of new foci in other areas. This is where the cooperation between state agencies responsible for security and the media have to constantly back one another up, with the latter supplying regular, full and credible information. The media themselves are aware of this, and there are good examples of responsible, voluntary selection of the pictures broadcast. While some of these guises try to operate in the shadows others try for and need as much publicity as possible so as to affect
