The Government of the Republic of Hungary hereby agrees that the Statement of the Government of the Union of Soviet Socialist Republics of today's date provides a satisfactory basis for proceeding toward ratification and implementation of the Treaty on Conventional Armed Forces in Europe of November 19, 1990 (the Treaty).

The aforementioned Statement of the Government of the Union of Soviet Socialist Republics and this Statement of the Government of the Republic of Hungary shall be equally legally binding; they shall enter into force simultaneously with the Treaty, and shall have the same duration as the Treaty.
