Statement of the Government of the Kingdom of Spain

The Government of the Kingdom of Spain hereby agrees that the Statement of the Government of the Union of Soviet Socialist Republics of today's date provides a satisfactory basis for proceeding toward ratification and implementation of the Treaty on Conventional Armed Forces in Europe of November 19, 1990 (the Treaty).

The aforementioned Statement of the Government of the Union of Soviet Socialist Republics and this Statement of the Government of the Kingdom of Spain shall be equally legally binding; they shall enter into force simultaneously with the Treaty, and shall have the same duration as the Treaty.

Statement of the Government of the Republic of Turkey

The Government of the Republic of Turkey hereby agrees that the Statement of the Government of the Union of Soviet Socialist Republics of today's date provides a satisfactory basis for proceeding toward ratification and implementation of the Treaty on Conventional Armed Forces in Europe of November 19, 1990 (the Treaty).

The Government of the United Kingdom of Great Britain and Northern Ireland hereby agrees that the Statement of the Government of the Union of Soviet Socialist Republics of today's date provides a satisfactory basis for proceeding toward ratification and implementation of the Treaty on Conventional Armed Forces in Europe of November 19, 1990 (the Treaty).

TRATADO SOBRE FORÇAS ARMADAS CONVENCIONAIS NA EUROPA

O Reino da Bélgica, a República da Bulgária, o Canadá, a República Federativa Checa e Eslovaca, o Reino da Dinamarca, a República Francesa, a República Federal da Alemanha, a República Helénica, a República da Hungria, a República da Islândia, a República Italiana, o Grão-Ducado do Luxemburgo, o Reino dos Países Baixos, o Reino da Noruega, a República da Polónia, a República Portuguesa, a Roménia, o Reino da Espanha, a República da Turquia, a União das Repúblicas Socialistas Soviéticas, o Reino Unido da Grã-Bretanha e Irlanda do Norte e os Estados Unidos da América, daqui em diante designados por Estados Partes:

Considerando o Mandato para Negociação sobre Forças Armadas Convencionais na Europa, de 10 de Janeiro de 1989, e tendo realizado essa negociação em Viena, com início em 9 de Março de 1989;

Considerando os objectivos da Conferência sobre Segurança e Cooperação na Europa, dentro do quadro em que a negociação deste Tratado foi realizada;

Relembrando a sua obrigação de renunciarem nas suas relações mútuas, assim como nas suas relações internacionais em geral, ao recurso à ameaça ou ao uso da força contra a integridade territorial ou independência política de qualquer Estado, ou a qualquer acção incompatível com os objectivos e princípios da Carta das Nações Unidas;

Conscientes da necessidade de evitar qualquer conflito militar na Europa;

Conscientes da responsabilidade comum partilhada por todos de procurar uma maior estabilidade e segurança para a Europa;

Esforçando-se por substituir a confrontação militar por um novo padrão de relações de segurança entre todos os Estados Partes com base na cooperação pacífica e assim contribuir para ultrapassar a divisão da Europa;

Empenhados nos objectivos de estabelecer um equilíbrio estável e seguro de forças armadas na Europa a níveis inferiores aos até agora mantidos e de eliminar quer as disparidades prejudi-
