CEPT after that date, the date of their administrations accession to CEPT.

2 — A request from a Contracting Party to change its contributory units shall be submitted to the Council, who shall decide on them and define the date from which it shall be applied,

3 — Subject to decision by the Council, the ETO can carry out work for third parties on a cost-recovery basis.

4 — Costs related to Council meetings shall be borne by the telecommunications regulatory administration of the country in which the meeting takes place. Travel and subsistence expenses shall be borne by the authorities represented.

5 — The contributions shall be charge to the Contracting Parties with a term of payment, delayed payments being subject to interest, as decided by the Council.

6 — A default in payment of one year may entail the withdrawal of the right to vote and even of membership of the Contracting Party. The Council shall, on a case-by-case basis, decide on the action to be taken.

Article 11 Contracting Parties

1 — Any State whose telecommunications administration is a.member of CEPT may become a Contracting Party to this Convention. This is done*either through signature or through accession. The signature may be subject to ratification, acceptance or approval.

2 — As of the 1st of September 1996 until it enters into force this Convention shall be open for signature.

3 — After its entry into force this Convention shall remain open for accession.

Article 12 Entry into force

1 — This Convention shall enter into force on the first day of the second month following the date on which the Government of Denmark has received sufficient signatures and, if required, instruments of ratification, acceptance or approval from Contracting Parties so as to ensure that at least 225 contributory units have been committed.

2 — After entry into force of this Convention each subsequent Contracting Party shall be bound by its provisions including amendments in force as from the first day of the second month following the date on which the Government of Denmark has received that Party's instrument of ratification, acceptance, approval or accession.

Article 13

Denunciation

1 — After this Convention has been in force for two years, any Contracting Party may denounce it by giving notice in wnung, to the Government of Denmark, who shall notify this denunciation to the Council, the Contracting Parties, the director and the president in office of CEPT.

2 — The denunciation shall take effect at the expiry of the next full financial year as specified in article 9, paragraph 1, following the date of receipt of the notice of denunciation by the Government of Denmark.

Article 14

Rights and obligations of the Contracting Parties

1 — Nothing in this Convention shall interfere with the sovereign right of each Contracting Party to regulate telecommu nications.

2 — Each Contracting Party which is a member State of the European Community shall apply this Convention in accordance with its obligations under the relevant treaties.

3 — No reservation may be made to this Convention.

Article 15 Seulement of disputes

Any dispute concerning the interpretation or application of this Convention and its annex which is not settled by the good offices of the Council, shall be submitted by the parties concerned to arbitration in accordance with annex A which is an integral part of this Convention.

Article 16 Amendments

1 — The Council may adopt amendments to this Convention. Proposals for such amendments shall be considered only if they are supported by at least 25% of the total weighted votes of all Contracting Parties. The voting rules in article 6 shall apply.

2 — The amendments shall enter into force for all Contracting Parties on the first day of the third month after the Government of Denmark has notified the Contracting Parties of the receipt of notifications of ratification's, acceptance or approval from Contracting Parties representing two thirds of the total weighted votes.

3 — Amendments imposing new obligations on Contracting Parties are binding only for those Contracting Parties ratifying, accepting or approving the amendment.

Article 17 Depository

1 — The original of this Convention, with subsequent amendments, and instruments of ratification, acceptance or approval or accession shall be deposited in the archives of the Government of Denmark.

2 — The Government of Denmark shall provide a certified copy of the Convention and the text of any amendment as adopted by the Council, to all States that have signed or acceded the Convention and to the president in office of CEPT. Copies shall further be sent for information to the Secretary-General of the International Telecommunication Union, to the President of the European Commission and to the Secretary-General of the European Free Trade Association.

3 — The Government of Denmark shall notify all States that have signed or acceded to the Convention and the president in office of CEPT of all signatures, ratifications, acceptances and approvals, as well as of the entry into force of the Convention and of each accession or amendment.
