Usaram ainda palavra a Embaixadora Olga Algayerova, Presidente do Comité Económico e Ambiental da OSCE e o Senhor Yurdakul Yigitgude, Coordenador da OSCE para as Atividades Económicas e Ambientais.
Seguiu-se um debate especial sobre cooperação transfronteiriça. Os presentes consideraram que a cooperação económica era um fator de desenvolvimento, paz e reforço de confiança entre países, sobretudo em regiões transfronteiriças onde existem tensões políticas e/ou militares.
As Deputada Nilza de Sena e Isabel Santos participaram nos trabalhos da Comissão da Democracia, Direitos Humanos e Questões Humanitárias. O debate centrou-se nas questões ligadas à liberdade dos meios de comunicação social. A Representante da OSCE para a Liberdade dos Média, Dunja Mijatovic, referiu as políticas de regulação e a liberdade de expressão na internet como as prioridades mais recentes do seu trabalho. Mencionou ainda que continuam a existir casos em diversos países de jornalistas detidos e assassinados.
Foram também apresentados casos concretos de atropelos à liberdade de expressão no Cazaquistão (perseguições e prisões de jornalistas e encerramento de jornais); Bielorússia (processos judiciais e detenções de jornalistas e bloggers); Rússia (controle estatal dos principais meios de comunicação e liberdade de imprensa limitada), Reino Unido, Itália, Hungria, Azerbeijão, Uzbequistão e Turquemenistão.
O Diretor do ODIHR, Janez Lenarcic, falou acerca das atividades recentes da instituição que dirige (igualdade entre géneros, monitorização de julgamentos dos antigos membros do governo na Geórgia; liberdade religiosa e de crença; Direitos Humanos) e afirmou que estava disposto a retomar a cooperação, em matéria de observação eleitoral, com a APOSCE.
A Deputada Isabel Santos, Vice-Presidente desta Comissão, apresentou o relatório sobre o seguimento das resoluções aprovadas na Sessão Anual de 2012:

“The report has been distributed and I will just read a short summary with some personal notes. Addressing the human dimension of the general theme “The OSCE: Region of Change”, the Assembly passed several resolutions in Monaco dealing with, inter alia, Ukraine, Rule of Law in Russia, Belarus, and improving election observation in OSCE Participating States.
In the field of Human Dimension Reform and Civil Society Participation the OSCE PA made a recommendation regarding organizational reform to the Permanent Council. In this context I would like to highlight the proposals on OSCE reform by the Civic Solidarity Platform: a coalition of almost 40 NGOs, established in December 2011 to develop a more effective civil society response to threats to fundamental rights and freedoms across the OSCE region Addressing the OSCE Office for Democratic Institution and Human Rights’ annual Human Dimension Implementation Meeting on 24 September 2012, President Riccardo Migliori called for a renewed focus on human rights in the organization. In order to prioritize the human dimension of the organization, the President urged formalizing the role of civil society within the OSCE, as called for in the OSCE PA’s Monaco Declaration, In the Monaco Declaration, the OSCE PA “strongly encourages the participating States to support the OSCE Representative on Freedom of the Media in efforts to strengthen and implement relevant OSCE principles and commitments”. In this context I must underline initiatives taken by the OSCE Representative on Freedom of the Media, Dunja Mijatovic, to address the problems faced by many journalist and media outlets in the OSCE area, namely the elimination of violence against media and impunity for those who attack journalists.
Mijatović also called on participating States to stop legislating Internet content and to ensure its survival as a forum for free expression.
On Political Prisoners the OSCE PA “emphasizes that there should not be any political prisoners in the OSCE area” and “urges participating States to ensure that the conditions in their detention centers are in conformity with United Nations standards and to allow visits of international prison monitoring missions” in the Chapter III of the Monaco Declaration. On 27 September 2012, the OSCE PA applauded the release of political prisoner Siarhei Kavalenka On 30 October, OSCE PA Vice-President Walburga Habsburg Douglas (MP, Sweden) and OSCE PA human rights committee chair Matteo Mecacci (MP, Italy) were denied access to a previously approved meeting with former Ukrainian Prime Minister Yulia Tymoshenko.
