The OSCE PA also called “on those participating States that have not already done so to ratify the Optional Protocol to the UN Convention against Torture, and other Cruel, Inhuman or Degrading Treatment or Punishment”. This protocol intends to establish a preventive system of regular visits to places of detention.
Field Missions are a fundamental part of the OSCE. Regarding the OSCE field presences, the Monaco Declaration “urges the OSCE Ministerial Council to adopt full, effective and long-term, at least three-year, mandates for OSCE field missions that include monitoring and reporting activities in all spheres, including the areas of human rights and the Human Dimension”. The OSCE PA also “calls on the Permanent Council to reopen the OSCE field missions in Belarus and Georgia, whose mandates remain relevant today”.
All of the 15 OSCE field presences operational in 2012 have seen their mandates extended for another year. As of January 2013, the OSCE field missions in Belarus and Georgia have not been re-opened.
The Monaco Declaration also “calls for closer contacts with parliaments in Central Asia, in particular the multi-party parliament of Kyrgyzstan, including through greater and more consistent engagement with the OSCE field presence in both Bishkek and Osh”.
The OSCE has taken some initiates in Kyrgyzstan and Tajikistan, through its Field Missions.
Let me draw your attention to Election Observation and the role of parliamentarians. We all know what happened after the US Elections and the decision taken in Dublin by President Migliori, with the support of the Bureau.
Election observation is one of the most important functions of the OSCE. And parliamentarians, elected officials with democratic legitimacy, must have a key role in this.
Finally I would like to thank the International Secretariat for preparing this thorough report and to say that has been an honor to work with the Chair of our Committee Matteo Mecacci.” A sessão de encerramento desta reunião plenária teve a participação do Senhor Lamberto Zannier, Secretário-Geral da OSCE, que referiu a recente aprovação do orçamento da OSCE para 2013 no valor de 144.822.600 EUR (cerca de menos 4.000 EUR face a 2012).
Seguiu-se um debate especial sobre a situação na Síria, no Sahara e no Mediterrâneo. O Deputado Adão Silva afirmou:

“A OSCE deverá reafirmar a sua solidariedade com a Turquia, que já recebeu largas dezenas de milhares de refugiados sírios.
A intervenção francesa no Mali deve ser aplaudida já que as organizações terroristas são cada vez mais sofisticadas. O terrorismo é paradoxal na geografia da sua ação: atua no ciberespaço mas também pretende uma base territorial específica. Uma espécie de nomadismo através da parasitação de vários países: Afeganistão, Somália, Sudão e agora também no Sahel.
O terrorismo é uma forma de niilismo moderno e deve ser combatido como fez a França, depois do apelo do governo do Mali, dando confiança ao povo daquele país e de toda a região.
Concordo com a proposta da Argélia: deve existir um reforço da parceria mediterrânica e uma abordagem multidimensional, característica da OSCE, para combater este tipo de problemas.
Finalmente gostaria de saudar o Presidente Riccardo Migliori pelo seu trabalho, já que preside à sua última sessão da AP OSCE.” O Deputado João Soares participou na reunião da Subcomissão Ad Hoc sobre Reforma e Transparência da OSCE, de que é membro, onde foi discutida a estratégia negocial da AP com o ODIHR tendo em vista o retomar da cooperação em matéria de observação eleitoral.
Os Deputados portugueses participaram ainda nas reuniões dos respetivos grupos políticos (Conservador e Socialista).
