g) To designate the number of national officials that may be deemed necessary to participate in the execution of the programs and projects;

h) To take all the necessary steps so that their governments pay their contributions to CLAD in a timely manner;

i) To report on every different instance of their countries that prove to be necessary, and to obtain the corresponding support for the different actions taken by CLAD;

j) To carry out the activities placed under their responsibility by the appropriate organizations of CLAD;

k) To enforce and see that the regulations and agreements which have been duly approved by the Directive Council are enforced.

CHAPTER VIII

Of the designation of advisors and observers by the countries

Article 17

The member countries of CLAD may designate the advisors which are deemed convenient to attend the meetings of the Centre and who shall be accredited before the president of the Directive Council of CLAD before the opening of each ordinary or special meeting.

Article 18

The Directive Council of CLAD may invite international organizations as well as observers at its ordinary and special meetings. Likewise, said organizations and governments may be invited by the Directive Council to designate special advisors when deemed convenient.

Article 19

Both the advisors and the observers may participate with authority to speak but not to vote, in the Directive Council or in the commissions designated by same, related with special matters, when invited to do so.

Article 20

The president of the Directive Council may invite persons whose presence may be deemed convenient in accordance with the matters to be treated, so that they may participate in the meetings of CLAD with authority to speak.

CHAPTER IX Of the minutes and documents of the Directive Council

Article 21

The official languages for preparation of the minutes, correspondence and main working documents of CLAD shall be the Spanish and English languages.

Article 22

The agenda, as well as any other supporting documents for the matters to be treated at the meetings of the Directive Council shall be forwarded with the

signature of the president to the participants, at least thirty days before the date of the respective meeting, except in case the Council agrees on a shorter period in special cases.

Article 23

The respective minutes shall be written for each of the meetings of the Directive Council, in which the most relevant aspects of debates, participations and agreements shall be summarized, also including those documents attached to the proposals of the General Secretariat and the representatives of the member countries as well as the important reports and minutes issued with respect to the matters treated.

Article 24

The minutes shall be prepared by the General Secretariat and shall be presented at the end of the meeting to the representatives for their consideration, amendment, approval and signature.

CHAPTER X Of the Board of directors

Article 25

The Board of Directors of the Centre is composed of the president and the vice-presidents. At his own initiative or at the request of the secretary-general, the president shall submit to the decision of the Board of Directors those matters whose importance requires that they be resolved before the meeting of the Directive Council. The Board of Directors may also initiate general or specific proposals for amendments to the Statutes, as provided in chapter xix, article 56.

CHAPTER XI Of the Programming and Evaluation Commission

Article 26

The Programming and Evaluation Commission is a consulting and delegate body of the Directive Council, integrated by the president, the vice-presidents, three representatives of the member countries and the secre-. tary-general. The representatives of the member countries shall occupy the post for two years, while the president, vice-presidents and secretary-general shall integrate the Programming and Evaluation Commission for the same period as they remain in office. The travel and living expenses for the members designated shall be financed by CLAD.

Paragraph I — Should the representative from the country where the headquarters of CLAD is located were not holding either the position of president or vice-president, such a representative shall be entitled to hold one of the three positions as member country representative.

Paragraph II — In addition to the above-mentioned integrants, any other member country is entitled to appoint a representative to join the Commission, in which case the expenses for such a representative shall be financed by the concerned country.
