The fundamental tasks of the state shall be: (…) h) To promote equality between men and women.

- Article 109 (Citizens’ participation in politics) The direct and active participation in politics by men and women is a fundamental instrument in the consolidation of the democratic system, and the law shall promote both equality in the exercise of civic and political rights and the absence of genderbased discrimination in access to political office.

The legislative evolution on equality – landmarks: I - The Adoption of a Gender Quota Law in Portugal – Reinforced Law n. 3/2006, 21st August A new Parity Law was approved in Portugal in July 2006. According to that law, all candidate lists presented for local, parliamentary, and European elections must guarantee a minimum representation of 33% for each sex. This law represents a shift in the nature of political representation in Portugal, and brings the country's electoral system in line with an international tendency that favours the application of gender quotas. The law's passage was a consequence of a draft bill presented by the Socialist Party (PS), which enjoyed an absolute majority last Legislature. 35
