a) the protection of consumers from Tariffs that are excessive due to the abuse of

market power;

b) the prevention of Tariffs whose application constitutes anti-competitive

behaviour which has or is likely to have or is explicitly intended to have the effect

of preventing, restricting or distorting competition or excluding a competitor from

the route.

ARTICLE 19

CONSULTATIONS

1. The Aeronautical Authorities of each Party shall consult each other whenever it

becomes necessary, in order to ensure close cooperation concerning all the issues related

to the interpretation and application of this Agreement, on request of either Party.

2. Such consultations shall begin within a period of forty five (45) days from the date the

other Party has received the written request.

ARTICLE 20

AMENDMENTS

1. If either Party considers it desirable to amend any provision of this Agreement, it may at

any time request negotiations with the other Party. Such negotiations shall begin within a

period of sixty (60) days from the date the other Party has received the written request.

2. If either Party considers it desirable to amend any provision of this Agreement, such

amendment shall be agreed upon by the parties, confirmed in writing through diplomatic

channels, and shall enter into force in accordance with Article 25 of this Agreement.
