18. Pursuit of coherent and better coordinated policies in the area of poverty eradication and sustainable human development strategies including desertification combating, the enhancement of synergies between the UNCCD and other relevant multilateral development agreements;
19. Monitoring and assessment of executive actions through in particular, oral written questions to ministers, motions, committee hearing etc, and submission of an annual 'green accounting' report on the state of combating poverty and natural resources degradation as well as on the progress achieved;

Mobilization of public opinion and the raising of awareness on sustainable human development and desertification issues through campaigns, annual events (World Day to Combat Desertification and Drought on 17 June), special parliamentary debates, environmental education, the involvement of schools, academics artists and maas media, and commemorative postage stamps among others;

20. Orientation of public policies towards eliminating the root of desertification as they relate to poverty through participative and democratic processes leading to a real and efficient empowerment of communities, especially women and youth;
21. Organisation in each country of seminars/workshops for parliamentarians with the assistance of the Secretariat of the UNCCD and of regional meeting of parliamentarians to monitor implementation of the action programmes to combat desertification;
22. Establishment of a parliamentary oversight mechanism of the Global Environmental Facility as a contribution to better international governance.

IV. Finally, as members of parliaments we request the Secretariat of the UNCCD, with the assistance of the Inter-Parliamentary Union:

23. To facilitate the organisation of the Seventh Round Table of members of parliaments in conjunction with the session of the Conference of the Parties to the Convention;
24. To take appropriate follow-up action on the outcomes of the present Round Table and to assist in the development of strategies, which aim achieving universal awareness of the implementation of the UNCCD;
25. To strengthen cooperation and synergies between the three UN Conventions, UNCCD, UNFCCC, UNCBD."

Relatório elaborado pelo Deputado do PSD Mendes Bota acerca da reunião conjunta das Delegações Parlamentares do Conselho da Europa (OSCE, NATO e Parlamento Europeu), no âmbito da APCE, que se realizou em Baku, entre os dias 3 e 8 de Novembro de 2005

No dia 4 de Novembro de 2005, participei na reunião conjunta das delegações parlamentares do Conselho da Europa, em que me integrava, da OSCE, da NATO e do Parlamento Europeu. Esta reunião durou todo o dia, decorrendo em Baku, onde se situou toda a logística de acompanhamento.
Após uma série de intervenções dos chefes das diferentes delegações, bem como do Embaixador Maurizio Pavesi, representante residente da OSCE em Baku, seguiram-se vários depoimentos de especialistas no enquadramento político e jurídico da situação no Azerbeijão.
Entrou-se depois na fase de audiências dos líderes das diferentes forças políticas do Azerbeijão, desde o partido do poder, o YAP, à coligação dos partidos da oposição, o Azadliq, que congrega, entre outros, o Musavat Party, o Azerbaijan Popular Front Party, o Azerbaijan National Independence Party e o Azerbaijan Democratic Party.
O representante do partido no poder, não compareceu. Os representantes da oposição denunciaram o clima de intimidação eleitoral, a repressão aos comícios da oposição e o favorecimento que as televisões públicas deram à força no poder.
Nos debates que se seguiram, intervim por duas vezes. Numa delas, questionei sobre quem decidia quem estava doente, incapacitado, cego ou outra condição que levasse a um votante poder votar acompanhado por outra pessoa.
