PROPOSTA DE LEI N.° 209/I

APROVA O ACORDO ENTRE O GOVERNO PORTUGUÊS E O ALTO-COMIS-SÁRIO DAS NAÇÕES UNIDAS PARA OS REFUGIADOS, REFERENTE A RE-PRESENTAÇÃO DO ACNUR EM PORTUGAL

Usando da faculdade conferida pelo n.° 1 do artigo 170.° da Constituição, o Governo apresenta à Assembleia da República a seguinte proposta de lei:

ARTIGO ÚNICO

É aprovado o Acordo entre o Governo Português e o Ako-Comissário das Nações Unidas para os Refugiados, referente à representação do ACNUR em Portugal, assinado em Genebra em 14 de Março de 1978, cujo texto em inglês e respectiva tradução em português vão anexos à presente proposta de lei.

Agreement between the Government of Portugal and the United Nations High Commissioner for Refugees regarding the Office of the UNHCR representative for Portugal.

The Government of Portugal and the United Nations High Commissioner for Refugees:

Considering that the Government of Portugal (hereinafter referred to as the Government) and the United Nations High Commissioner for Refugees

(hereinafter referred to as the High Commissioner or alternatively UNHCR) have agreed to establish an office of the UNHCR representative for Portugal (hereinafter referred to as the UNHCR Branch Office) in Lisbon, and considering that the Government undertakes to assist the UNHCR in securing all the necessary facilities for its functioning;

Considering that the Convention on the Privileges and Immunities of the United Nations adopted' by the General Assembly of the United Nations on 13 February 1946 (hereinafter referred to as the General Convention) is applicable to the UNHCR, a subsidiary organ of the General Assembly of the United Nations established pursuant to article 22 of the Charter of the United Nations and hence an integral part of the United Nations;

Considering that it is desirable to conclude an agreement to regulate questions arising as a result of the establishment of the UNHCR Branch Office at Lisbon:

Have agreed as follows:

ARTICLE I Functions

Section 1

The UNHCR Branch Office will exercise those functions assigned to it by the High Commissioner in relation to his activities.
