Whereas the Portuguese Republic and the University have concluded on 23 May 2014 the Agreement

between the United Nations University and the Portuguese Republic on the Establishment, Operation and

Location of the United Nations University Operating Unit on Policy-Driven Electronic Governance in Guimarães,

Portugal, hereinafter referred to as «the Agreement»;

Whereas Article 3 of the Agreement provides that the Portuguese Republic shall make available and raise

core funding for the Operating Unit of US$5.0 million, during the period 2014-2018;

Whereas the Portuguese Republic desires to continue its contribution to the activities of the Operating Unit

during the period 2019-2023;

Whereas Article 11 of the Agreement provides that Parties may enter into such supplemental agreements

as may be necessary,

Have agreed as follows:

Article 1

Purpose

The purpose of this Supplemental Agreement is to establish additional operating contributions by the

Portuguese Republic for the Operating Unit during the period 2019-2023.

Article 2

Contribution

1 – The Portuguese Republic shall make available and raise core funding for the Operating Unit of US$5.0

million for the period 2019-2023 and shall endeavour to raise an additional US$1.0 million in capital

contributions earmarked for the Operating Unit for the same period.

2 – The Parties shall establish the modalities of the annual payments of the contribution referred in the

previous paragraph of this Article by exchange of letters, in the understanding that the Portuguese Republic

shall pay the annual contribution for the period 2019-2020 by the end of 2021, unless otherwise agreed.

Article 3

Entry into force, duration and termination

1 – This Supplemental Agreement shall enter into force on the date of reception of the last written

notification through diplomatic channels conveying the completion by each of the Parties of their respective

internal procedures necessary for the entry into force of this Supplemental Agreement.

2 – Without prejudice to the provisions of the following paragraph, this Supplemental Agreement shall cease

to be in force immediately after the payment of the last operational contribution, in accordance with Article 2.

3 – The termination of the Agreement on the Establishment, Operation and Location of the United Nations

University Operating Unit on Policy-Driven Electronic Governance shall result in the automatic termination of

this Supplemental Agreement.

4 – The termination of this Supplemental Agreement shall not affect the validity of the Agreement on the

Establishment, Operation and Location of the United Nations University Operating Unit on Policy-Driven

Electronic Governance, including in what concerns its Article 1 referring to the purposes and activities of the

Operating Unit, as long as it remains in force.

In witness whereof, the representatives, being duly authorized thereto, have signed this Supplemental

Agreement.

Done in Lisbon, Portugal, on the 26th of July 2021, in two originals in the Portuguese and English languages,

all texts being equally authentic.
