The Heads of Delegations to the Interparliamentary Conference on CFSP and CSDP met on 6

April 2016, after a joint invitation by the Chairs of the Committees on National Defence and

Foreign Affairs of the Hellenic, ltalian and Cypriot Parliaments. The meeting decided as

follows.

1. The Mediterranean EU States face common challenges and have shared interests in the

areas of foreign affairs and defense. Such challenges are caused by our dose proximity to a

region of continuous war, instability and tension.

2. More specifically, the wars in Syria, Libya and Yemen and the instability and tension in

states on our Southern and Eastern borders have Ied to a huge increase in refugee and

migration flows that are testing the European resolve to respect International Law, the

Geneva Convention and fundamental rights.

3. These common challenges call for common solutions and for a more coordinated EU

action. France and Italy are Founding Members of the Union. Other Mediterranean EU States

have been longstanding members with increased symbolic and material significance. The

Mediterranean EU Parliaments need to meet more regularly in order to exchange views,

strengthen their cooperation and develop common responses to challenges.

4. The Heads of Delegations of the Mediterranean EU Parliaments resolve to create a

Mediterranean Parliamentary Group (The Parliamentary "Group Med").

5. The "Group Med" will discuss issues of common concern in the areas of CFSP and CSDP and

other areas of common concern and recommend common policies and actions to national

governments and the EU.

6. The meetings shall be convened

a. when deemed necessary by a majority of member Parliaments and

b. before each Inter-Parliamentary Conference on CFSP and CSDP.
