of women as part of society, including the problem of women unemployment.

4 — Particular attention should be given to the chances of women immigrants and refugees obtaining employment. Lack of help of the governmental and non-governmental organisations decreases the chances for employment (which are poor anyway) and for escaping from the group of permanently unemployed.

5 — The position of women who already have jobs must be protected, in particular during the times of cuts in the budgets, specially with regard to the social guarantees which they already managed to secure. The question of providing protection for jobs performed by women becomes often a pretext to limit their employment. In such cases there should be a reaction from the legislators.

6 — Women raising children need institutional help in finding and keeping a job, independently whether they are single parents or in full families.

7 — Lack of active support for women on the labour market means that a given state resigns from an immense potential of know/edge, abilities and skills of the female part of the population thus causing negative effects.

The resolution

Women parliamentarians from the OSCE participating States, gathered at their meeting in Warsaw during the 6th Annual Session of the OSCE Parliamentary Assembly, having extensively discussed the situation of women on the labour markets of their respective countries:

1 — Welcome the idea that their meetings should concentrate on one topical subject related to that of the Annual Session of the OSCE Parliamentary Assembly;

2 — Noting that unemployment has become a common area of experience and interest for the OSCE participating States independendy of their economic status and situation on the national labour market;

3 — Noting with concern that the problem of unemployment touches in particular women both in the industrialised

countries and in the countries which entered the period of transformation;

4 — Expressing their deep concern that in some countries the position of women is still weaker in the labour market and generally unemployment among women is greater than among men;

5 — Stressing that providing of equal employment opportunities for men and women contributes to the implementation of OSCE principles in the area of human rights thus contributing to peace and stability within societies;

6 — Stressing equally that women play double roles in the society being mothers, often sole bread winners, and also persons having a right to fulfill their professional aspirations;

7 — Convinced that women should have equal chances to use equal opportunities in the societies where they exist:

8 — Call on the Parliaments of the OSCE participating States to co-operate at the level of respective committees in fighting women's unemployment by establishing legislative standards and adopting appropriate legislation.

9 — Urge the governments of the OSCE States to adopt special programmes for unemployed women in order to provide them with a possibility of fully exercising their rights.

10 — Call on the governments, particularly of the transition countries, to adopt programmes of co-operation with non-governmental organisations to fight women's unemployment, specially by supporting the training of trainers helping women in the active search of permanent work.

11 — Encourage the governments to introduce a system of incentives for entrepreneurs promoting the employment of women in high unemployment areas.

12 — Ask the governments to ensure that the management of budgetary allocations for fighting unemployment is decentralised to the level of regional and local self-governments to provide for their most efficient use and prevent unnecessary migrations.

13 — Recommend the OSCE Parliamentary Assembly to prepare a report on women unemployment in the OSCE participating States.
