Mediterranean, it constitutes the framework par excellence for this dialogue. Hence, the necessity to find a political, parliamentary structure:

- Befitting the range and the global nature of the political, economic, social and cultural problems of the Mediterranean;
- Allowing the launching of a real debate and large scale co-operation, within the framework of the Parliamentary Assembly, with the Mediterranean partner states for co-operation, as well as with the other Mediterranean countries which have no specific status within the OSCE;
- Having at its disposal the necessary means for continuous and sustainable action, neither a conference of an academic nature, devoid of any real political prospects, and of a limited nature, nor resorting, albeit systematically and in a coordinated manner, to the supplementary item procedure during the Annual Session, appear to fulfil this requisite.

The creation of an ad hoc committee, as expressly provided for by the Rules of Procedure, corresponding to previously defined political requirements would be the best modality. Its mandate could be the articulation of the work of the Parliamentary Assembly, by means of an in-depth study of the Mediterranean problems which have an impact on the security in the OSCE region, and the promotion of political initiatives in order to resolve these problems, and to play a mediating role between the OSCE Parliamentary Assembly and the other international parliamentary assemblies which, in their structure, include a specifically competent body for Mediterranean issues.
In any case, however, the participants are in favour of the creation of a parliamentary forum, open to regular reflection on Mediterranean issues, and creating the conditions for a continuous dialogue on themes which are of common interest to the Mediterranean partner countries for co-operation. The work of the Forum shall be followed up by reports which are to be discussed during the meetings of the general committees at the Winter Meeting.
The participants mandate Mr. Michel Voisin, Special Representative of the President of the OSCE Parliamentary Assembly for Mediterranean Affairs to present their conclusions and to ask for the subject of the creation of a specific body for Mediterranean issues to be included in the agenda for the next meeting of the Standing Committee.
